Position Description
Social & Scientific Systems, Inc. (SSS), in conjunction with the AIDS Clinical Trials Group (ACTG) network, seeks a Director for the ACTG Operations Center (OPS). The ACTG is the largest HIV clinical research network in the world and plays a major role in defining standards of care for the treatment of HIV infection and associated opportunistic diseases and co-infections around the world. SSS is the grantee for the ACTG Network Leadership Group (NLG) grant from the National Institutes of Health (NIH)/National Institute of Allergy and Infectious Diseases (NIAID) and is responsible for the management of these funds at the direction of the ACTG Principal Investigator (PI)/Chair and in accordance with all appropriate U.S. Federal regulations as well as with NIH and ACTG policies and procedures. OPS functions as the administrative center for the ACTG, coordinating among NIAID/Division of AIDS (DAIDS), the ACTG Leadership, ACTG investigators, clinical research site staff, the network laboratories, the ACTG Statistical and Data Analysis and Data Management Centers, and pharmaceutical companies. The ACTG Executive Committee and the NIH/NIAID will be required to approve the final candidate prior to a hiring decision.
Position Description
The Director has full responsibility for the management of the ACTG OPS and is accountable to the ACTG Executive Committee and to SSS’ Director of the Center for Global HIV Research for its performance. S/he directs and oversees the expenditure of resources as well as the activities of the managers and staff of the OPS. The following are the major leadership and management responsibilities of the OPS Director:
1. Serves as a key person on the ACTG NLG grant and a senior point of contact for the OPS on behalf of the ACTG with the DAIDS and other entities;
2. Works closely with the ACTG PI/Chair, Vice Chair and Laboratory PI to anticipate and identify issues that affect the financial, administrative and operational functions of the ACTG and to propose strategies to prevent or resolve problems. Provides strategic and technical input to the ACTG leadership regarding the planning and implementation of network initiatives;
3. Serves as a voting member of the ACTG on key governing bodies and leadership committees and groups that determine ACTG goals and strategies and are responsible for the development and implementation of policy, procedural decisions, and resource allocation for the ACTG;
4. At the direction of the ACTG PI/Chair and the Executive Committee, provides oversight for the management of ACTG finances, including budget development and approval; funding applications; and expenditure tracking, reporting and forecasting.
5. Manages the ACTG OPS and is responsible for the performance of OPS functions including: staffing and supervision, systems and procedure development, oversight of committees/subcommittees, and training and guidance of new domestic & international sites.
Ninety per cent of full-time effort will be paid for by the ACTG grant and will be devoted to the responsibilities detailed above. Ten per cent of full-time effort will be devoted to the tasks described below and will be paid for by SSS:
1. Serves as a member of the management team of SSS’ Center for Global HIV Research; and
2. Identifies new business opportunities for SSS and participates in grant-writing, proposal development and preparation of cost estimates.
QUALIFICATIONS:
Required:
• An advanced professional degree, M.D. or Ph.D.
• A minimum of 10 years of related experience including 5 years experience in a senior management position and 2 years experience in clinical trials
• Public or private industry experience in the management and oversight of large, complex, international research programs is critical – experience in HIV/AIDS clinical research is particularly valuable.
• Experience in the leadership and financial management of large projects is required.
Highly desired:
• Expertise in Federal grant practices and regulations as well as policies pertaining to Federally-supported clinical research is highly desirable.
