Position Description

Social & Scientific Systems, a growing employee-owned technical and research support firm, has an immediate opening for a Contracts Specialist. This exciting position will draft, negotiate, monitor and manage complex incoming and outgoing government, commercial and international contracts, grants, subcontracts and consulting agreements, including drafting and negotiating terms and conditions, budgets, teaming and non-disclosure agreements. The Contracts Specialist will: ensure contractual and regulatory compliance, including allocability, allowability and reasonableness of proposed costs, provide advice to staff on these and other business management issues; analyze and evaluate SSS and subawardee budgets to ensure completeness, accuracy, and compliance; assist project and business development staff in budget and cost proposal review and/or preparation; produce or contribute to the production of client and/or internal financial reports, including pipeline analyses, revenue projection and analyses, contract backlog, etc.

QUALIFICATIONS:
Required:
• Bachelor’s Degree in business, finance, accounting, or related field.
• Four years progressive experience in government contracts, grants, subcontracts and procurement management, preferably with civilian agencies, especially USAID or HHS, is required; experience in international and/or commercial contracting preferred
• Experience in the management of complex multi-year, multi-million dollar IDIQ, T&M, CPFF and FFP contracts/subcontract
• Working knowledge of the FAR, agency supplements, the FTR and other relevant guidance required; working knowledge of USG grants regulations also helpful
• Cost proposal/budget review and development experience is required; cost, price and indirect rate analysis skills are highly desirable.
• Excellent written and verbal communication skills are essential, as is proficiency in Microsoft Office, especially Word and Excel. Knowledge of Deltek/Costpoint is highly desirable.
• Demonstrated organizational, problem-solving and multitasking skills under tight deadlines are also essential, as is the ability to work well with little supervision.
