Position Description

Project Engineer

Department: Engineering Function: Operations
Reports To: Engineering Group Manager Description: Under the supervision of an Engineering Group Manager, Senior Project Engineer or Project Manager performs on smaller projects and assists on larger projects, engineering studies and project work. Project work consists of all phases from initial conceptual studies, developing detailed construction drawings, managing construction to project closeout. Activities are related to the installation of new facilities and/or modification and replacement of existing equipment to improve performance, functionality, quality, maintainability and/or to effect cost reductions. This is a ladder position reporting to an Engineering Group Manager.

Incumbents may work on projects varying in cost from under $25K to in excess of $4M.


Major Responsibilities
· Maintain expertise in assigned discipline as required to support the needs of the assigned client base.
· Acquire and maintain general knowledge in multiple disciplines as required to manage complex projects.
· Assist in overseeing architect and engineering design.
· Assist in the assessment, development and implementation of Engineering Department initiatives.
· Assist in assigning complex engineering problems to outside consultants.
· Coordinate and manage the procurement for facilities, equipment, supplies and services for assigned projects.
· Coordinate and manage start up and commissioning requirements for assigned projects.
· Assist in developing, reviewing and providing direction for specifications, standards, guidelines and technical documents as required.
· Assist in developing and writing project, engineering and investment proposals.
· Assist in developing, maintaining and utilizing key project performance indicators and benchmarks.
· Develop and oversee equipment/system trials to determine performance capabilities using Statistical Process Control Methodology.
· Assist in ensuring projects are designed and built in compliance with all company standards, SOP policies and guidelines, and that all design and construction complies with all Regulatory Agencies, Safety, Health and Environmental codes and regulations.
· Ensure timely reporting of accidents, unsafe acts and defective equipment to his/her supervisor.
· Estimating and scheduling.
· Functional supervision over Interns and Associate Project Engineers.
· Identify technical training requirements for Production/Operations/Maintenance personnel.
· Interface with all levels of management and employees to gather information and provide strategic guidance for projects and/or initiatives.
· Interface with local government and approval agencies.
· Assist in leading cross-functional teams.
· Maintain and provide concise, accurate documentation for all assigned projects.
· Coordinate all aspects of change control for assigned projects.
· Comply with validation requirements for assigned projects.
· Assist in managing capital projects consistent with the current Capital Investment Guidelines and Expense Project Management Procedures.
· Contribute to the development of basis of design, detailed plans, proposals, schedules, cost estimates and construction documents, working with tenants, Facilities Management personnel, architects, engineers, space planners, interior designers, and other professionals as needed on large and complex projects.
· Assist in providing input for the CAP Program.
· Recommend projects for improvement of existing practices and condition to increase performance, reduce costs, improve working conditions, eliminate safety hazards and/or improve functionality.
· Respond to emergency conditions and/or project work as required during off hours. This may include other site-critical systems not currently assigned.
· Assist in managing scope development and programming.
· Survey the pharmaceutical industry to identify production and distribution equipment, methods used by other companies and evaluate their potential application to company processes.
· Coordinate troubleshooting and solving ongoing Maintenance and/or Operational problems requiring engineering input.
· Troubleshooting and solving design, construction and logistical issues.
· Assist in providing input to goals and objectives of the engineering group aligned to organizational goals.
· Participate in the planning, development and maintenance of Engineering group operating policies, guidelines and procedures.


Minimum Requirements
· Bachelors Degree related to Science/Engineering
· 0-2 years Project Engineering or relevant experience

Preferred Background
· 5 years Project Engineering experience
